The combined revised annual revenue target for the 11 local budgets in Zhambyl Region – the city of Taraz and ten districts – stands at KZT 175,151.3 million. As of July 1, 2026, cumulative revenue reached KZT 82,316.7 million, or 47.0% of the annual target. Revenue amounted to 102.2% of the consolidated target set for the reporting period.
Tax receipts account for 92.1% of total revenue collected by the local authorities, or KZT 75,848.9 million. Proceeds from the sale of fixed assets contribute 7.0%, or KZT 5,781.7 million, while non-tax revenue provides 0.8%, or KZT 686.0 million. The region’s local revenue base is therefore predominantly tax-driven.
The regional budget, administered at the regional level, is compiled separately from the local budgets. Its own tax receipts stood at KZT 15,839.9 million on the reporting date, equivalent to 50.2% of the annual target, with social tax providing the largest share. Total regional budget revenue, including transfers from the national budget, reached 50.3% of the annual target. Regional budget figures are excluded from the ranking of local authorities and are considered separately.
Tax revenue structure
Local tax revenue comes from five main categories. Income tax contributes 58.7% of tax receipts collected, making it the dominant source of local budget revenue. Property taxes account for 18.9%, social tax for 10.6%, domestic taxes on goods, works and services for 7.7%, and compulsory charges for legally significant actions for 4.1%.

Includes other minor tax items, which together account for 0.1% of tax revenue.
Income tax comprises individual income tax of KZT 33,078.9 million, or 43.6% of total tax revenue, and corporate income tax of KZT 11,413.2 million, or 15.0%.
Property taxes, which account for 18.9% of tax revenue, reached 59.0% of the annual target, above the 49.5% average for tax receipts overall.

Concentration of the tax base
Although Taraz represents just one of the region’s 11 local budgets, the city accounts for 48.9% of tax revenue collected. The ten districts provide the remaining 51.1%. The three largest contributors – Taraz city, Shu District and Kordai District – generate 66.6%, while the five largest account for 77.3%.
The Herfindahl-Hirschman Index for the distribution of tax revenue among local authorities stands at 2,698 points, indicating a highly concentrated tax base. Taraz alone generates 48.9% of local tax revenue in the region, meaning that the regional trend is largely driven by the city’s budget performance. The five smallest contributors collectively account for 18.2% of the tax base.
Leaders and laggards in target performance
Measured against the revised annual target, with 50% serving as the linear benchmark for the first half, Zhambyl District leads at 66.5%, followed by Turar Ryskulov District at 61.5% and Sarysu District at 60.5%. The lowest readings were recorded in Kordai District at 38.8%, Baizak District at 43.0% and Moiynkum District at 47.5%.
Against the consolidated target for the reporting period, Zhambyl District leads at 142.0%, followed by Turar Ryskulov District at 134.3% and Sarysu District at 125.9%. Every local authority in the region met or exceeded its consolidated revenue target for the reporting period.
Tax receipts provide 92.1% of the revenue base for local authorities in Zhambyl Region, with income tax accounting for 58.7% of all tax revenue. Local target performance is therefore sensitive to changes in payrolls and corporate profits.
The 48.9% concentration of the tax base in Taraz, together with a Herfindahl-Hirschman Index of 2,698 points, underlines the extent of this concentration. Region-wide performance is shaped largely by Taraz’s budget results, rather than by the average trend across the other local authorities.
As of July 1, tax revenue across the region had reached 49.5% of the annual target, just below the linear first-half benchmark of 50%. Revenue nevertheless stood at 108.9% of the consolidated period target, exceeding the authorities’ own operating benchmarks for the reporting period.
