In the coming years Kazakhstan plans to implement large-scale public-private partnerships (PPPs) involving investments of billions of tenge.
These expenditures are planned to be approved as part of the draft Law on the Republican Budget for 2025-2027, which has already been submitted to the Parliament of the Republic of Kazakhstan. It is important to note that this is only a draft, and the final amounts may change during discussions. However, the current figures provide insight into the government’s priorities for the next three years. Let’s take a detailed look at where these funds will be allocated.

Ministry of Finance of the Republic of Kazakhstan: Supporting International Transit
The Ministry of Finance has planned significant expenditures to fulfill obligations under PPP projects, particularly for the creation and operation of the “Nur Zholy” automobile checkpoint and the transport and logistics center on the “Almaty-Khorgos” highway section. This project is part of the “Western Europe – Western China” international transit corridor. The total funding allocated is:
- 2025: 3,346,499 thousand tenge
- 2026: 2,300,718 thousand tenge
Ministry of Digital Development, Innovation, and Aerospace Industry of the Republic of Kazakhstan: Internet to Every Village
Kazakhstan’s digital development will not overlook rural areas. The Ministry of Digital Development plans to allocate funds to provide rural settlements with broadband access through fiber-optic communication lines. The funding for this project is:
- 2025: 17,235,968 thousand tenge
- 2026: 17,235,968 thousand tenge
- 2027: 17,235,968 thousand tenge
Ministry of Transport of the Republic of Kazakhstan: The Big Almaty Ring Road
Transport projects occupy a significant place in state planning. The Ministry of Transport will fund the construction and operation of the Big Almaty Ring Road (BAKAD). This project aims to improve the transport infrastructure of the metropolis. The planned funding is:
- 2025: 38,053,400 thousand tenge
- 2026: 38,053,400 thousand tenge
- 2027: 38,053,400 thousand tenge
Office of the President of the Republic of Kazakhstan: Nuclear Medicine Center
Another important project under PPP involves the construction of the Nuclear Medicine Center in Astana. This medical facility is planned to be built in the E495 street area. The funding allocated for fulfilling government obligations for this project is:
- 2025: 2,676,214 thousand tenge
- 2026: 2,676,214 thousand tenge
These projects are just the tip of the iceberg in Kazakhstan’s PPP development plans. The state is ready to invest significant funds in key infrastructure and social facilities, which should improve the quality of life for citizens and strengthen the country’s position on the international stage.
