According to the draft law “On the Republican Budget for 2025 – 2027,” the total amount of revenue entering the National Fund of the Republic of Kazakhstan in 2025 amounts to 4,884,384,844 thousand tenge.

Tax Revenues
The largest contribution to the budget comes from tax revenues totaling 4,882,632,832 thousand tenge. Main sources include:
- Corporate Income Tax generated 1,687,729,002 thousand tenge, highlighting the significance of the corporate sector in the national economy.
- Domestic Taxes on Goods, Works, and Servicesamounted to 3,194,903,830 thousand tenge, primarily from the use of natural resources, underscoring the critical role of the resource sector.
Non-Tax Revenues
Although forming a smaller portion, non-tax revenues are essential for understanding the structure of income. They total 691,219 thousand tenge, primarily from:
- Fines, Penalties, Sanctions, Collections, indicating the state’s commitment to law enforcement and fiscal discipline.
- Revenues from the Sale of Main Capital. The sale of main capital, including land, brought in only 60,793 thousand tenge. This reflects a cautious approach to managing state assets and a focus on preserving strategic resources.
- Revenues from the Sale of State Financial Assets. Financial assets, including government securities and shares of state enterprises, were sold for 1,000,000 thousand tenge. This reflects the state’s strategy for managing its investments and optimizing its asset portfolio.
The analysis shows that taxes, particularly those related to the corporate sector and natural resources, remain the main income sources for Kazakhstan’s National Fund. Non-tax revenues and proceeds from asset sales, though smaller in volume, are crucial for ensuring additional financial stability and managing state property.
