Investments and capital expenditures in Kazakhstan’s state assets play a crucial role in the country’s economy. They are directed toward infrastructure development, housing improvement, equipment modernization, and other essential projects.
This material provides an analysis of capital expenditures and investments in the quasi-government sector of republican and municipal ownership based on the 2023 National Report. Data from 2021 to 2023 reveal the full dynamics and funding priorities.
Between 2021 and 2023 total capital expenditures in republican property amounted to 8 157.1 billion tenge, while municipal property received 13 241.5 billion tenge. This confirms the large scale of funding and the priority focus on modernization at both national and regional levels. However, the yearly dynamics of expenditures show significant fluctuations, reflecting adaptation to economic conditions and changing state priorities.

Capital expenditures in republican property show an unstable but upward trend.
In 2021 expenditures totaled 2 533.7 billion tenge, confirming a focus on developing key state facilities. In 2022 this figure dropped to 2 258.7 billion tenge, likely due to reprioritization and cost optimization. In 2023 expenditures rose again to 3 364.7 billion tenge, marking a record for the period. The increase in 2023 indicates the state’s intention to accelerate important projects and complete modernization programs.
Capital expenditures in municipal property show even greater instability.
In 2021 investment volume reached 7 507.1 billion tenge, far exceeding investments in republican property. This highlights the high need for improvement and modernization at the local level. In 2022 expenditures sharply dropped to 3 382.5 billion tenge. This may be due to regional budget cuts or funds being redirected to other tasks. In 2023 expenditures further decreased to 2 351.9 billion tenge, indicating either reprioritization or the completion of major projects.
Examining the structure of capital expenditures, several main asset categories stand out, such as buildings, facilities, machinery, and equipment.
These assets form the infrastructure base and require continuous investment for maintenance and improvement. For example, over 4 trillion tenge was allocated to facilities in 2023 reflecting the government’s focus on this area. Expenditures on transport and machinery also take a significant share, though their dynamics are lower compared to real estate and infrastructure.
The largest expenditures are those on non-residential buildings. In 2023 their balance sheet value in municipal property was 2 651.5 billion tenge and 382.6 billion tenge in republican property. This is due to the need for modernizing government buildings, offices, and other state facilities. Residential buildings also require ongoing investments. In 2023 their balance sheet value in republican property was 125.8 billion tenge, and 667.4 billion tenge in municipal property. This emphasizes the social importance of capital investments in housing and improving citizens’ living conditions.
Land plots are also among the significant assets held by government entities. In 2023 the balance sheet value of land in republican property was 329.3 billion tenge, and 503.8 billion tenge in municipal property. Land assets are essential for expanding state projects, infrastructure, and new construction. Investment in land also reflects long-term development plans and ensuring asset sustainability.
The state’s technical base, including machinery, equipment, and transport vehicles, plays a key role in supporting government functions. In 2023 the balance sheet value of machinery and equipment in republican property was 419.0 billion tenge, and 2 793.3 billion tenge in municipal property. This increase in the municipal sector may be due to the need to modernize local infrastructure and support services provided by state entities. Transport assets also require regular updates. In 2023 their value in republican property was 172.6 billion tenge, and 173.4 billion tenge in municipal property.

Intangible assets, such as software and patents, are becoming increasingly important in the state sector.
In 2023 their value in republican property was 25.7 billion tenge, and 28.1 billion tengein municipal property. These investments reflect the growing role of technology and intellectual products in public administration. Other fixed assets, including various equipment and inventory, also require significant spending. In 2023 their balance sheet value was 106.3 billion tenge in republican property and 493.5 billion tenge in municipal property.
Although biological assets take a smaller share of total assets, their importance is growing as well.
In 2023 their value in republican property remained at 0.5 billion tenge, while in municipal property, it was 5.1 billion tenge. Biological assets include forests, agricultural resources, and other natural objects that need management and protection. These investments confirm the need to preserve natural resources for future generations and support environmentally responsible development.
Capital expenditures and investments in Kazakhstan’s state assets are substantial and diverse.
Republican and municipal property require continuous funding to maintain and modernize infrastructure, buildings, equipment, and natural resources. The yearly dynamics of investments show the need for a flexible approach to resource allocation, adapting to changing economic conditions and needs. Investments in land, machinery, biological, and intangible assets confirm the state’s commitment to sustainable development and improving the quality of life for citizens.
