Kazakhstan Financial Strategy: How Billions of Tenge Will Be Allocated in 2025–2027?

Within the 2025–2027 budget of the Republic of Kazakhstan, significant funds are allocated under the “Miscellaneous” functional group.

These resources are directed towards supporting key initiatives, strategic programs, and stimulating economic growth.

In this article, we will explore how these funds are planned to be distributed and what results are expected from their use.

Total Expenditures for the “Miscellaneous” Functional Group

  • 2025: 949,275,027 thousand tenge
  • 2026: 701,748,531 thousand tenge
  • 2027: 659,886,043 thousand tenge

Reserve Funds of the Government and the President of the Republic of Kazakhstan

To ensure financial stability and readiness to implement priority projects, the following reserves are allocated in the budget:

Government Reserve of the Republic of Kazakhstan:

2025: 399,343,448 thousand tenge

2026: 297,969,781 thousand tenge

2027: 305,051,981 thousand tenge

President’s Initiative Reserve of the Republic of Kazakhstan:

  • 2025: 100,000,000 thousand tenge

This reserve is created in accordance with the Budget Code and represents up to two percent of the total planned expenditures of the republican budget for the upcoming fiscal year.

Subsidization of Private Entrepreneurship

Significant funds are allocated to support small and medium-sized businesses and create new jobs:

  • Total Amount: 712,949,455 thousand tenge
  • 2025: 196,431,723 thousand tenge
  • 2026: 255,186,892 thousand tenge
  • 2027: 261,330,840 thousand tenge

These subsidies will help create approximately 1,000 new jobs in 2025, 1,200 in 2026, and 1,300 in 2027.

Payment for Operator and Financial Agent Services

Annual expenses are allocated for the payment of services of the operator and financial agent, who ensures the fulfillment of reciprocal obligations by business entities that received state support:

  • Annual Expenses: 700,672 thousand tenge

Strengthening and Enhancing Entrepreneurial Potential

Funds are allocated to support small and medium-sized businesses, as well as to develop entrepreneurial initiatives:

  • Annual Expenses: 618,142 thousand tenge

These funds are directed towards providing service support to 12,000 small and medium-sized business entities annually, implementing the “Мен Кәсіпкер” (I am an Entrepreneur) program, and enhancing the qualifications of 30 managers, who will be sent abroad for internships.

Information and Analytical Support for Entrepreneurs

Funds are allocated to provide entrepreneurs and citizens with entrepreneurial initiatives with information and analytical support through business service centers:

  • Annual Expenses: 590,200 thousand tenge

Annually, it is planned to provide 125,000 consultations to entrepreneurs and citizens with entrepreneurial initiatives.

Development of Social and Engineering Infrastructure in Rural Settlements

The “Ауыл – Ел бесігі” (Village – Cradle of the Nation) project, aimed at improving infrastructure in rural settlements of Kazakhstan, is allocated the following funds:

  • 2025: 51,604,216 thousand tenge

These funds will be used to implement 142 projects in 133 rural settlements, creating about 1,300 jobs and modernizing infrastructure, including 18 transport infrastructure facilities, 33 housing and communal services facilities, and 91 social facilities.

Development of Social and Engineering Infrastructure in Urban Outskirts and Regional Centers

A total of 20,983,755 thousand tenge has been allocated for the development of infrastructure in the outskirts of Almaty, Astana, and Akmola Region:

  • Almaty: 3.2 billion tenge (2 projects)
  • Astana: 1.5 billion tenge (1 project)
  • Akmola Region: 16.3 billion tenge (6 projects)

These funds will be used to create 211 jobs, modernize 45 km of roads, and upgrade 30 km of engineering networks.

Additionally, 20,219,953 thousand tenge is allocated for the development of engineering communications in six regional centers (Atyrau, Ust-Kamenogorsk, Kyzylorda, Turkestan, Taraz, and Kapshagay). This funding will enable the modernization of approximately 30 km of roads and 80 km of engineering networks, as well as create around 200 jobs.

Supporting Infrastructure in Monotowns and Small Cities

For the implementation of 24 infrastructure projects in three monotowns (Kulsary, Ridder, and Ekibastuz) and 12 small cities (Akkol, Atbasar, Alga, Ayagoz, Arys, Kandyagash, Karatau, Lenger, Aral, Kazalinsk, Karkaralinsk, and Sergeevka), a total of 8,623,060 thousand tenge has been allocated. These investments will create 164 jobs, modernize 20 km of roads, and upgrade 40 km of engineering networks.

Completion of Administrative Building and Other Projects

A total of 536,953 thousand tenge has been allocated for the completion of the administrative building of a state institution in the new district of Sauran in the Turkestan Region.

Significant funds will also be directed towards the construction and operation of the Big Almaty Ring Road (BAKAD), with an annual allocation of 38,053,400 thousand tenge. This project aims to improve the socio-ecological condition of Almaty by redirecting freight transit traffic outside the city.

Settlement of Promissory Notes and Development of Capital Infrastructure

A total of 27,118,072 thousand tenge is planned for the settlement of promissory notes in 2025.

In addition, 20,453,832 thousand tenge has been allocated for the construction and reconstruction of objects managed by the Presidential Administration of the Republic of Kazakhstan in 2025. These funds are aimed at implementing six projects for the development of capital infrastructure.

Support for Trade and Telecommunication Infrastructure

A total of 5,910,102 thousand tenge has been allocated for the subsidization of interest rates on loans for trade entities in 2025. This funding will help increase tax revenues to the budget, create an integrated system of multifunctional complexes in the trade sector, and reduce rental rates for retail spaces, thereby lowering business costs and prices.

Furthermore, 17,235,968 thousand tenge will be allocated annually to provide broadband access to rural settlements in Kazakhstan via fiber-optic communication lines, benefiting 3,718 government agencies and budget institutions located in 1,250 settlements.
