The draft republican budget of Kazakhstan for 2025–2027 includes the repayment of budget loans amounting to 601,129,786 thousand tenge.

Dynamics of Budget Loan Repayment: Key Figures
The amount allocated for budget loan repayment is distributed as follows:
- 2025: 258,339,021 thousand tenge,
- 2026: 171,169,283 thousand tenge,
- 2027: 171,621,482 thousand tenge.
These figures indicate that the repayment of loans in 2025 is significantly higher compared to subsequent years. This could be related to the completion of major projects or changes in economic policy aimed at reducing the debt burden in the long term.
Distribution of Repaid Loans
The main portion of the budget loan repayments is allocated to loans issued to local executive bodies for the following purposes:
- Construction of housing for social sector specialists working in rural areas;
- Heat and water supply projects;
- Development of rural entrepreneurship under the 2020 Employment Program;
- Support for youth entrepreneurial initiatives and microcrediting of the rural population.
Additionally, the repayment of loans issued to quasi-public sector entities, such as JSC “Samruk-Kazyna” and JSC “NUH Baiterek,” is planned, which are directed at supporting the agro-industrial complex and housing loans.
Conclusion
The repayment of budget loans in 2025–2027 reflects Kazakhstan’s balanced approach to managing its debt burden. However, the significant decrease in repayment volumes in 2026 and 2027 may indicate potential changes in the structure of debt obligations or a reassessment of priorities in state policy. Future steps in debt management should consider not only the need for stability but also the stimulation of economic growth to ensure the country’s sustainable development.
