As of May 1, 2026, total tax revenues collected across the 13 districts and cities of the Pavlodar Region reached KZT 138.3 billion. That is KZT 32.7 billion, or 30.9%, higher than a year earlier, when collections stood at KZT 105.7 billion.
Growth, however, was highly uneven across the region. Tax revenues increased in 5 of the 13 territories, while 8 recorded declines. Moreover, Pavlodar alone accounted for KZT 26.8 billion of the total KZT 32.7 billion increase, contributing 82.1% of overall regional growth.

Tax revenues remain heavily concentrated in the region’s two largest cities. Pavlodar accounts for 78.2% of total collections, while Ekibastuz contributes 14.3%. Together, the two cities generate 92.5% of all tax revenues across the region.

Pavlodar region development plan
Among the region’s key investment projects for 2026-2030 are:
- Construction of a new hydrogen production facility in Pavlodar
- Processing of high-carbon sulphide gold-bearing concentrates in Pavlodar District
- Phase II construction of the railway infrastructure within the Pavlodar Special Economic Zone (SEZ)
- Phase I construction of wastewater treatment infrastructure for the Pavlodar SEZ
- Modernisation of municipal infrastructure in Ekibastuz
- Construction of modular transformer substations in Maikain, Bayanaul District
- Construction of transformer substations and cable networks in Aksu
Tax revenue growth in the Pavlodar Region continues to be driven primarily by the regional capital. Pavlodar remains the region’s dominant economic engine, accounting for the overwhelming majority of both total tax collections and overall revenue growth.
Under the 2026-2030 Regional Development Plan, major investment is focused on petrochemicals, metallurgy, industrial infrastructure and the energy sector.
As a result, today’s tax revenue growth reflects the region’s established industrial base, while the pipeline of large-scale investment projects is expected to expand production capacity, attract new businesses and strengthen local government revenues over the medium term.
