As global concerns about climate change intensify, the regulation of carbon emissions is becoming increasingly central to the world economic policy.
The research by Maximilian Fuchs, Johannes Stroebel, and Julian Terstegge provides a unique insight into how fluctuations in carbon prices affect strategic decisions of companies in decarbonization. Utilizing option contracts within the European Trading Scheme, the authors developed the Carbon VIX index to monitor the uncertainty of carbon prices.
The study revealed that carbon price uncertainty significantly reduces investments in decarbonization:
- Correlation between profitability and carbon prices: The analysis showed that the profitability of companies specializing in decarbonization directly depends on carbon prices. As carbon prices rise, such companies’ stocks increase in value, confirming the direct benefit of rising carbon prices.
- Impact of uncertainty on investment decisions: During periods of high carbon price uncertainty, companies tend to postpone or reduce investments in technologies and projects to reduce carbon emissions. This is due to the fear of losing investments due to potential price drops in the future.

Policy Implications and Recommendations
- Stabilization of carbon prices:
◦ Price corridors: Establishing a minimum and maximum carbon price can help prevent drastic fluctuations and make the economic environment more predictable for investors.
◦ Market regulation mechanisms: Government intervention in case prices exceed set boundaries to maintain them within established limits.
- Support through tax incentives and subsidies:
◦ Tax holidays: Temporary tax breaks for new decarbonization projects can accelerate their implementation.
◦ Subsidies for research and development: Financial support for projects aimed at developing new carbon-saving technologies will reduce initial costs and make the projects more attractive.
- Development of clear long-term policy frameworks:
◦ Long-term climate goals: Defining and legislating long-term goals for reducing emissions will strengthen investors’ confidence.
◦ Policy consistency: The non-contradictory and transparent nature of climate policy is important to avoid unexpected changes in legislation that could affect investment decisions.
The study highlights that reducing uncertainty in carbon pricing plays a crucial role in activating corporate investments in the field of decarbonization. The proposed policy measures will help accelerate the transition to sustainable development and enhance the efficiency of economic strategies in combating climate change.
