District budget monitor: Akmola region

As of May 1, 2026, total tax revenues collected across Akmola Region’s 20 districts and cities reached KZT 70.3 billion. That is KZT 23.5 billion, or 50.3%, higher than a year earlier, when collections stood at KZT 46.8 billion. Growth was broad-based rather than concentrated in a handful of locations. Every district and city recorded higher tax revenues, with the strongest absolute increases coming from Kokshetau, Burabay District, and Tselinograd District.

Tax collections remain heavily concentrated in two economic centers. Kokshetau accounts for 39.7% of total regional revenues, while Burabay District contributes 14.2%. Together, they generate 53.9% of all district and city tax receipts in the region.

The largest year-on-year increases were recorded in:

  • ⁠ ⁠Kokshetau: +KZT 6.8 billion
  • ⁠ ⁠Burabay District: +KZT 5.8 billion
  • ⁠ ⁠Tselinograd District: +KZT 2.3 billion

Top districts and cities by tax revenue:

  • ⁠ ⁠Kokshetau – KZT 27.9 billion
  • ⁠ ⁠Burabay District – KZT 10.0 billion
  • ⁠ ⁠Stepnogorsk – KZT 5.8 billion
  • ⁠ ⁠Tselinograd District – KZT 5.4 billion
  • ⁠ ⁠Kosshy – KZT 2.9 billion

Lowest-performing territories:

  • ⁠ ⁠Yegindykol District – KZT 0.39 billion
  • ⁠ ⁠Korgalzhyn District – KZT 0.55 billion
  • ⁠ ⁠Birzhan Sal District – KZT 0.76 billion

The gap between the highest and lowest performers is striking. Kokshetau generated roughly 71 times more tax revenue than Yegindykol District, underscoring the uneven distribution of economic activity across the region.

Leaders in personal income tax (PIT) collections:

Leaders in corporate income tax (CIT) collections:

  • ⁠ ⁠Burabay District – KZT 4.51 billion
  • ⁠ ⁠Tselinograd District – KZT 1.86 billion
  • ⁠ ⁠Kosshy – KZT 1.40 billion
  • ⁠ ⁠Stepnogorsk – KZT 0.80 billion

Investment pipeline: Akmola Region Development Plan (2026-2030)

The region’s investment portfolio is focused primarily on manufacturing, construction materials, and agribusiness – sectors expected to become the main drivers of future local tax revenues. Key projects include:

  • ⁠ ⁠A dairy-based functional food and soft drinks production complex in Tselinograd District
  • ⁠ ⁠Construction of a cement plant in Tselinograd District
  • ⁠ ⁠The first phase of a poultry production project in Zerendy District
  • ⁠ ⁠A brick manufacturing plant in Kokshetau
  • ⁠ ⁠A commercial dairy farm in Burabay District
  • ⁠ ⁠A bottled drinking water production facility in Burabay District
  • ⁠ ⁠Construction of a mining and processing complex based on the Alexeyevskoye deposit in Zerendy District

Akmola Region continues to demonstrate strong and broad-based fiscal growth. Tax revenues increased by 50.3% over the past year, with every district and city reporting positive dynamics. While more than half of total collections remain concentrated in Kokshetau and Burabay District, the expansion is not limited to these two centers, suggesting that economic activity is strengthening across the region as a whole.

The next phase of growth will increasingly depend on investment execution rather than existing tax performance. The region’s development strategy is built around manufacturing, construction materials and agribusiness, with major projects planned for Kokshetau, Tselinograd, Zerendy, and Burabay. If these projects are completed on schedule and reach planned production capacity, they should broaden the regional tax base and support more balanced long-term fiscal growth.
