As of May 1, 2026, total tax revenues collected by the districts and cities of Turkestan Region reached KZT 55.2 billion, up KZT 13.3 billion, or 31.6%, from KZT 41.9 billion a year earlier.
What sets the region apart is the breadth of its growth. Tax revenues increased across almost every district and city, with the strongest contributions coming from Sairam District, Kazygurt District, and the city of Kentau. Even though Suzak District remained the region’s largest taxpayer, it was the only major territory to post a year-on-year decline.
District-level overview
Unlike many other regions of Kazakhstan, Turkestan’s tax base is relatively well diversified. The two largest districts account for 28.9% of total district and city tax revenues: Suzak Districtcontributes 15.2%, while Sairam District accounts for 13.7%. The five largest territories together generate 52.4% of the regional total.

Turkestan region development plan
Under the 2026-2030 Regional Development Plan, Turkestan Region is pursuing an industrial-agricultural growth model centered on agricultural processing, textiles, energy, industrial zones, logistics, and tourism.
Key investment projects include:
- A combined-cycle gas power plant in Sairam District
- The Sastobe Innovation Complex in Tyulkubas District
- A phosphorite processing plant in Suzak District
- A textile cluster in Maktaaral District
- A vegetable drying and processing plant in Sauran District
- A logistics hub and freight transport center in Tolebi District
- The Aksu-Zhabagly rehabilitation and wellness complex in Tyulkubas District
Turkestan Region stands out for the balanced distribution of tax revenue growth across its districts and cities. Unlike many regions where fiscal performance depends on one or two dominant economic centers, Turkestan’s expansion has been driven by multiple territories, creating a broader and more resilient tax base. Even Suzak District, the region’s largest contributor, accounts for only a moderate share of total revenues, highlighting the relatively low concentration of economic activity.
This pattern is closely aligned with the region’s long-term development strategy. Planned investment projects span a wide range of districts and industries, from agricultural processing and textile manufacturing to energy, logistics, and tourism. Together, these initiatives are expected to create multiple growth centers and further expand the region’s tax base by strengthening both its industrial and agricultural economy.
