Kazakhstan’s government policy plans in force in 2026

Kazakhstan had 51 policy concepts and 29 comprehensive plans in force as of September 10, 2026, according to an updated review based on records in the country’s Adilet legal information system.

The policy framework has changed substantially since published its previous list in April 2026. Kazakhstan has adopted new plans covering agriculture, livestock farming, light industry, container transport, nuclear industry localization, healthcare, household incomes and artificial intelligence in schools. Several earlier regional development plans have meanwhile been repealed.

For international readers, Kazakhstan’s policy concepts set out the government’s medium- or long-term direction in a particular area. Comprehensive plans usually translate policy priorities into coordinated measures, implementation periods and responsibilities for government bodies.

What changed in Kazakhstan’s policy framework in 2026

The biggest changes concern Kazakhstan’s comprehensive plans. During 2026, the government adopted new documents covering:

  • agricultural development;
  • livestock farming;
  • light industry;
  • container transportation;
  • localization of production for the nuclear industry;
  • household income growth;
  • healthcare quality management;
  • cultural heritage;
  • artificial intelligence in secondary education.

One of the newest policy areas is the use of AI in schools. In August 2026, Kazakhstan approved a Comprehensive Action Plan for the Widespread Introduction of Artificial Intelligence into the Secondary Education System for 2026-2029.

This plan complements the broader Artificial Intelligence Development Concept for 2024-2029, which remains part of the country’s policy framework.

New social and public-service plans

Several of the new comprehensive plans focus on household welfare and public services. They include the Comprehensive Plan to Increase Household Incomes for 2026-2029 and the Comprehensive Plan for Improving Healthcare Quality Management for 2026-2030.

Kazakhstan also adopted a plan for the preservation and promotion of cultural heritage under the auspices of UNESCO for 2026-2028. Together, these documents broaden the comprehensive planning system beyond industrial and infrastructure policy. Social policy, healthcare quality, education and cultural development now occupy a more visible place in the framework.

Regional development plans repealed or retained

Kazakhstan’s territorial planning framework has also changed. The government repealed comprehensive socioeconomic development plans for the Abay and Ulytau regions, as well as plans covering several individual cities and districts. As a result, many of the regional documents included in april 2026 list no longer appear in the updated version.

Comprehensive development plans remain in force for several major urban and tourism areas:

  • Almaty agglomeration;
  • Astana agglomeration;
  • Karaganda agglomeration;
  • Shchuchinsk-Burabay resort area;
  • Mangystau tourism zone.

The updated framework therefore places greater emphasis on major agglomerations and strategic tourism areas rather than maintaining separate comprehensive plans for a wider range of regions and districts.

New policy concepts

The changes extend beyond comprehensive plans. Kazakhstan’s updated policy framework includes newer concepts covering:

  • regional development;
  • trade policy;
  • management of all types of waste;
  • biodiversity conservation and sustainable use;
  • knowledge-intensive territories;
  • children’s policy.

The Regional Development Concept for 2025-2030 and the Trade Policy Concept until 2030 are particularly relevant to investors and businesses assessing Kazakhstan’s medium-term economic priorities.

The waste management and biodiversity concepts also strengthen the environmental component of state planning, alongside Kazakhstan’s existing Green Economy Concept and the Taza Kazakhstan Environmental Culture Development Concept.
