The fuel and energy sector and subsoil use play a crucial role in Kazakhstan’s economic development, ensuring energy supply and maintaining the country’s investment attractiveness.
Significant funds have been allocated in the 2025–2027 budget for the development of this sector.
In this article, we will examine how budget allocations will impact the energy sector and subsoil use, as well as what changes can be expected in the coming years.

Overall Expenditures: Dynamics and Key Directions
For 2025–2027, expenditures under the “Fuel and Energy Complex and Subsoil Use” functional group are distributed as follows:
- 2025: 110,993,781 thousand tenge,
- 2026: 40,791,664 thousand tenge,
- 2027: 26,484,097 thousand tenge.
These funds are directed toward ensuring the rational use of subsoil resources, developing the gas transportation system, and modernizing heat and electricity generation.
Subsoil Use: Comprehensive Utilization and Geological Exploration
The following expenditures are planned for ensuring the rational and comprehensive use of subsoil resources and enhancing the geological exploration of Kazakhstan’s territory:
- Total amount: 29,930,823 thousand tenge,
- 2025: 9,715,446 thousand tenge,
- 2026: 9,974,344 thousand tenge,
- 2027: 10,241,033 thousand tenge.
The main activities include:
- Digitization of primary geological information — 25% of the total volume in 2025 (including paper media, graphics, magnetic media, and cartridges).
- Linking primary geological information to reports — 120,446 thousand tenge, using systematized electronic copies of at least 18% of primary data within the framework of the Unified Subsoil User Platform (USP).
- Study of the regime and balance of groundwater — 17 ongoing and 16 new projects across Kazakhstan.
- Monitoring hazardous geological processes — 6 new projects at 39 monitoring stations across regions.
- Elimination and conservation of abandoned self-discharging hydrogeological wells — 50 units.
These activities aim to improve geological exploration and the rational use of subsoil resources, which in turn should increase Kazakhstan’s investment attractiveness for international investors.
Gas Transportation System Development: Expanding Access to Natural Gas
The following expenditures are planned for the development of the gas transportation system:
- Total amount: 91,795,435 thousand tenge,
- 2025: 64,732,351 thousand tenge for the implementation of 28 projects,
- 2026: 18,205,790 thousand tenge,
- 2027: 8,857,294 thousand tenge.
The main objectives include:
- Gasification of 51,515 people and 3 rural settlements in 2025.
- Population gasification level: 62% in 2025, 62.1% in 2026, 62.2% in 2027.
These measures aim to increase the level of gasification in Kazakhstan, providing more people, especially in rural areas, with access to natural gas.
Development of Heat and Power Generation: Ensuring Uninterrupted Power Supply
The following expenditures are planned for the development of heat and power generation:
- Total amount: 33,197,827 thousand tenge,
- 2025: 27,967,181 thousand tenge for the implementation of 9 projects,
- 2026: 5,230,646 thousand tenge.
The main tasks include:
- Ensuring uninterrupted power supply to regions at a 100% level in 2025 and 2026.
- Investment projects in heat and power generation, to be implemented through transfers to local executive bodies.
These projects are aimed at modernizing the energy infrastructure, which will improve the reliability of power supply and enhance the country’s energy security.
