As of May 1, 2026, total tax revenue collected across the two cities and five districts of the Mangystau Region reached KZT 74.1 billion. That is KZT 39.4 billion, or 2.1 times, higher than in the same period of 2025, when collections stood at KZT 34.8 billion.
Tax revenue increased across all seven territories. However, the gains were highly concentrated: Aktau alone accounted for KZT 31.5 billion, or 80.0% of the region’s total increase of KZT 39.4 billion.

Aktau generated 59.6% of all tax revenue collected across the region’s cities and districts, while Zhanaozen accounted for 13.2%. Together, the two cities contributed 72.8% of total territorial tax receipts.

Mangystau region development plan
The region’s 2026-2030 investment plan includes projects aimed at strengthening industry, energy, port and logistics infrastructure, tourism, and value-added manufacturing. Key initiatives include:
- Construction of a new gas processing plant
- Development of a hybrid power plant in Zhanaozen
- Construction of the Sarzha multifunctional seaport terminal
- Development of a shipbuilding yard on the Caspian Sea
- Construction of a urea and ammonia production plant (ammonia-urea complex)
- Development of a health and wellness resort in Aktau
- Construction of a roadside visitor center and tourism infrastructure in the Bozzhyra area
Mangystau remains one of Kazakhstan’s most unevenly balanced regions in terms of tax base formation. On one hand, every city and district recorded revenue growth, pointing to a favorable economic environment across the region. On the other, tax collections remain heavily concentrated in Aktau and Zhanaozen, while the contribution of the districts is substantially smaller.
The regional investment plan outlines a multi-tier pipeline of projects, ranging from tourism and service-sector initiatives to large-scale industrial, energy, and logistics developments worth hundreds of billions of tenge. Most investment is scheduled for 2026-2028, indicating a strong concentration of capital spending in the near term. Overall, the project portfolio suggests that Mangystau is positioning itself as a major hub for industrial production, energy development, and transport and logistics.
