As of May 1, 2026, total tax revenues collected by Petropavl and the 13 districts of the North Kazakhstan Region reached KZT 39.1 billion. That is KZT 18.6 billion, or 90.5%, higher than a year earlier, when collections stood at KZT 20.5 billion.
All 14 territories recorded growth. However, the increase was highly concentrated: Petropavl alone accounted for KZT 13.1 billion of the total KZT 18.6 billion increase, or roughly 70.5%.
District and city breakdown
Tax revenues remain heavily centered on the regional capital. Petropavl accounts for 60.5% of all district and city tax collections in the region. It is followed by Kyzylzhar District (6.0%) and Tayynsha District (5.9%). Together, these three territories generate approximately 72.4% of total local tax revenues.

Solid growth was also recorded in Gabit Musrepov District, Magzhan Zhumabayev District, Aiyrtau District, and Esil District. One of the region’s defining features is that every district and city posted higher tax revenues. Even so, the overwhelming share of the increase was generated by Petropavl.

North Kazakhstan region development pipeline
The region’s largest investment projects are concentrated in Petropavl and its most economically active districts. The investment portfolio extends beyond manufacturing to include value-added agricultural processing, mechanical engineering, and infrastructure development within the Qyzyljar Special Economic Zone (SEZ).
Key projects include:
- Construction of a mining and metallurgical complex with annual ore processing capacity of 2 million tonnes – Aiyrtau District
- Construction of a new oilseed crushing plant – Petropavl
- Expansion of infrastructure within the Qyzyljar SEZ, including subzones in Petropavl, Tayynsha District, and Gabit Musrepov District
- Production of long shelf-life bakery products – Petropavl
- Construction of a sugar plant – Shal Akyn District
- Localization of material handling equipment manufacturing – Petropavl
The North Kazakhstan Region continues to deliver broad-based growth in tax revenues, with every district and city reporting year-on-year gains. At the same time, Petropavl remains the region’s primary economic engine, accounting for the majority of both total tax collections and overall growth.
The structure of tax revenues closely reflects the region’s economic profile. The leading positions of Petropavl, Tayynsha District, Kyzylzhar District, and Gabit Musrepov District align with the region’s investment priorities, where major projects are focused on agricultural processing, manufacturing, industrial production, and the expansion of the Qyzyljar SEZ.
Overall, the region’s expanding tax base is being driven by a combination of industrial and agri-industrial development. As new investment projects come on stream, they are expected to support higher production, create greater value added in agricultural processing, and strengthen local government revenues over the medium term.
